What the bay does to glass and hardware

Grade 304 stainless will tea-stain and pit within a few years this close to the water; grade 316 marine stainless is the correct specification. It still needs rinsing with fresh water periodically, which nobody does, so it is worth building into the body corporate maintenance.
Who arranges glass work in an apartment block?
It depends whether the glass is lot property or common property. Glass inside your apartment is generally yours; balustrades, common stair glazing and the building's external windows are usually the owners corporation's responsibility. Check before you commission work, because paying for something the body corporate should have covered is hard to claw back.
Can art deco steel windows be repaired rather than replaced?
Usually, and it is worth it. Original steel-framed deco windows can be reglazed, de-rusted and repainted, and the putty replaced. Full replacement in aluminium is rarely approved on a protected facade and looks wrong regardless. Expect the work to be slower and more specialised than reglazing a modern frame.
